Global challenges in judicial administration discussed in Baku

On June 18, an international conference marking the 20th anniversary of Azerbaijan’s Judicial-Legal Council continued in Baku with a panel titled “Global Challenges and Solutions in Judicial Administration.”
Moderated by Council member and Chair of Sumgayit Court of Appeal Tofiq Pashayev, the session featured speakers from Albania, Kazakhstan, Slovakia, China, and Azerbaijan.
Albanian High Judicial Council Chair Ilir Rusi spoke about efforts to modernize and digitize the judiciary in the face of increasing caseloads and a shortage of judges.
Yernar Begaliyev, member of the Council of Supreme Court of Kazakhstan emphasized reforms to enhance judicial independence, including extended evaluation periods for judges and new accountability mechanisms.
Slovakia’s Dana Jelinkova Dudzikova underlined the importance of legal integrity, noting the challenges judges face in her country and the strength of their 18-member Judicial Council.
Chang Nongrong of China’s Beijing High People’s Court highlighted reforms involving digital courts and the nationwide rollout of intelligent court systems with over 128,000 judges.
Judge of Baku Court of Appeals Ramin Garagurbanli presented a comparative view of European judicial councils, noting a growing trend toward independent judicial governance. He credited President Ilham Aliyev’s reforms with empowering Azerbaijan’s Judicial-Legal Council and enhancing its autonomy.
The session concluded following an exchange of views among participants.
