Azerbaijan to establish three new tourism and recreation zones

Azerbaijan plans to establish three new tourism and recreation zones from 2027 to 2030, as outlined in the State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030.
The State Program stipulates that at least three tourism centers will be established within the new tourism and recreation zones, each equipped with the necessary infrastructure. The initiative covers the creation and development of social, cultural, administrative, and engineering and communication infrastructure, as well as state-owned highways and road transport infrastructure for the tourism centers.
Following the implementation of the projects, entrepreneurial activity is expected to expand through the attraction of private investment to infrastructure-equipped tourism centers and the implementation of public-private partnership initiatives.
The State Tourism Agency has been designated as the main executor, while the Ministry of Economy, the Ministry of Ecology and Natural Resources, the State Committee on Urban Planning and Architecture, the Ministry of Digital Development and Transport, the Azerbaijan State Water Resources Agency, and local executive authorities have been designated as co-executors.
A recreation zone is a designated area where people can relax, engage in entertainment and sports activities. Such zones are established to protect nature and create favorable conditions for local residents and tourists.
