CEC CHAIRMAN HOLDS PRESS CONFERENCE ON REPEAT ELECTIONS TO MILLI MAJLIS
CEC Chairman said elections were conducted in 343 polling stations of 10 constituencies. Elections took place in all 10 constituencies. During the day, Information Center “Sechkiler” regularly advised the public on the course of elections. 36.48% of voters cast ballots in 10 constituencies. The highest turnout (59.31) was recorded in the Zagatala constituency #110 while the lowest turnout of 19.07% was registered in the Binagadi second constituency #9.
M. Panahov said elections were conducted in transparent and democratic atmosphere as a whole. Over 6 thousand international and local observers and numerous media outlets watched the elections. 165 international observers were representatives of influential international organizations such as Parliamentary Assembly of the Council of Europe, CIS Interparliamentary Assembly Bureau, delegations of parliaments, central elections commissions of some countries and diplomatic corps. They were very active when observing elections. CEC chairman thanked observers for their help and media outlets, in particular, TV channels because during the day they professionally covered the course of elections. M. Panahov also expressed his gratitude to the Ministry of Communications and Information Technology for providing all the polling stations with up-to-date technologies, Azerenergy for uninterrupted electricity supply and law-enforcement bodies as there were no security problems during the elections.
Then, M. Panahov announced the preliminary voting results in 10 constituencies.
CEC chairman reiterated there were no serious violations and accidents during the elections. He said people who needed to contact CEC members could call hotline for updated information. Information Center “Sechkiler” receives information from the spots while CEC keeps in touch with them as well.
As a whole, CEC held three meetings to consider 15 formal requests received. According to him, there were no violations that could cast shadow on the election returns. Yet, CEC has set about checking the polling stations for any violations.
M. Panahov said constituency election commissions should collect protocols from the precinct commissions to compile their own ones for further submitting them to the CEC within two days. After examining election results, CEC is to submit them to the Constitutional Court no later than 20 days after elections. In accordance with the law requirements, the Constitutional Court is to check all the records submitted by the CEC and makes its own decision.
