“Today, all projects and settlements in the liberated territories are being reconstructed in line with the most advanced urban planning principles. Naturally, “smart city” and “smart village” approaches are among the primary guiding principles, and we are implementing them in our work as well,” Emin Huseynov, Special Representative of the President in the Aghdam, Fuzuli, and Khojavend districts, told journalists as part of the 13th Session of the UN World Urban Forum (WUF13).
The Special Representative outlined four key principles: a human-centered city with accessible services and centralized facilities; ecological balance through green spaces, walkability, and reduced car use; preservation of cultural and historical heritage integrated into modern urban design; and ensuring jobs with dignified living conditions.
Emin Huseynov noted that, as reflected in the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan,” the process is not merely about large-scale return, but about ensuring a dignified return. He underlined that it is not only about housing, but also about creating jobs and ensuring comprehensive living conditions, adding that when these elements are integrated into a single master plan, it clearly represents a “smart city.”
