STATE VISIT OF PRESIDENT OF AZERBAIJAN ILHAM ALIYEV TO KAZAKHSTAN
VISIT ENDED
The airport was adorned with state flags of Azerbaijan and Kazakhstan. Guard of honor was lined up at the airport. President of Azerbaijan revered the guard of honor.
President of Azerbaijan was seen off by Premier of Kazakhstan Danial Ahmadov, ambassador of Azerbaijan in Astana Latif Gandilov, ambassador of Kazakhstan in Baku Andar Shukputov, other officials.

On the same day, President of Azerbaijan returned home. At Bina airport, Chairman of the Milli Majlis Murtuz Alaskarov, Prime Minister Artur Rasizadeh, head of the President Administration Ramiz Mehdiyev and other officials welcomed the Head of State.
At the airport, President Ilham Aliyev answered the questions of media representatives.

Q. Mr. President, are You satisfied with the issues discussed in the frame of Your first visit to Kazakhstan?
A. Yes, I am. Many issues were focused, and we had a comprehensive exchange of views on bilateral relations. The existing energy projects, their perspectives were centered. In all the discussed questions, our thoughts coincide. Kazakhstan is Azerbaijan’s partnership, a fraternal country, and I am deeply satisfied with the negotiations.
Q. President Nursultan Nazarbayev made proposal on creation of anti-terror center of the Caspian coastal countries. How would you regard this issue? Is there a necessity for that? In general, will the summit of the heads of states of the Caspian countries take place up to the end of this year?
A. This was not discussed during the visit. We must look over this question and analyze it. As for conduction of the Summit, there is no a necessity for this. Probably, the things must be discussed on the level of experts. And the agenda should be worked up. We have no discord related to this item.
I stated there that should our agreements with Kazakhstan and Russia, at the same time, of Russia with Kazakhstan be taken for ground, we should reach all-round Agreement quickly. I consider the agreements among us are bright fundament for this.
Q. Mr. President, the OSCE Russian co-chair has made such a statement as if there is a dead end in the negotiations on settlement of the Nagorny Karabakh conflict. How would You regard that?
A. I do not consider that there is a dead end. Such statements are sounded. Sometimes, such statements reject and contradict each other. You know, the Russia-made statements were very hopeful, including the statements the co-chairs made in Baku. Now new statements are made. I do not know what necessitates these statements.
I do not think that it is a dead end. I consider, there a way out and this way is clear for all of us. And this is the way of restoration of the territorial integrity of Azerbaijan. The aggressive forces should be withdrawn from the occupied lands. This bases on the3 international legal norms.
In the negotiations in Kazakhstan, this question was also discussed. President Nazarbayev in his turn once again stated that all the states should jointly act against the aggressive separatism. Inviolability of the territory should be the basic principle. Therefore, should these principles be based, the co-chairs should better, too, take this standpoint and then, there will be a way out.
Q. Mr. President, You toured the museum in Kazakhstan. It was a museum of the history and national values of the country. Unfortunately, the museums in Azerbaijan have been distributed and are not in good state. You do many assignments, and will there be built a new museum? In general, can such a museum be created in Azerbaijan?
A. I used to think over this issue before this visit. Generally, I thought that state of Azerbaijan museums is not good. May be some programs or decisions should be adopted. Of course, our existent museums should be fundamentally repaired. Majority of them are architectural monuments. At the same time, exhibits are also displayed there. I consider if there were need, a new museum complex would come in handy. It is necessary for every country. Azerbaijan has ancient history, rich culture, and traditions. All of them should be in focus of the citizens and at the same time, it would be better the visitors saw them.
Q. Mr. President, there is no a direct authorized organization to control over the ships in the Caspian. Even there are gaps in the relevant legislation to regulate shipping in the Caspian. As a result, many vessels of Azerbaijan are confiscated. For example, once it was in Astrakhan, and now our fishing vessel “Kapaz” was suspended in Kazakhstan. What novelties are expected in this field?
A. The ships should not illegally swim. There must be some rules. Of course, there are some structures engaged in illegal activity, there are separate persons engaged in the same activity. Relevant bodies should combat against it. But, of course, this is authority of the law-enforcers. I am convinced that with the joint efforts this issue will find its solution. Thank you.
