The President got familiarized with the Oguz-Gabala-Baku water pipeline project.
The Head of State was informed about the project by Nizameddin Rzayev, President of Azersu joint-stock company, Mete Yalchin, president of Turkey’s “Tekser Inshaat, Senaye and Tijaret” company, Agibet Mammadov, chairman of “Ganja Korpu-Tikinti-2” joint-stock company. They said that Germany’s CES Consulting Engineers company prepared the feasibility study and documents of the project. Turkey’s Hazinadaroglu Tekser and Ganja Bridge Legal Entities Union are the contractors of the project. The contraction will end in 420 days. The amount of funds set aside for this project alone came to USD 142.1 million. The total value of the project with 3 contracts, and taxes is AZN 480 million. The pipes produced by Sumgait-based Azkompozit plant will be used in the construction of the pipeline. The construction will employ over 500 people of whom 90-95 percent are Azerbaijan nationals.
After the President became familiar with the project, he put a time capsule in the foundation and covered it with the liquid concrete.
President Ilham Aliyev made a speech at the ceremony.
He expressed confidence that the pipeline will be laid in the shortest possible time to supply the city of Baku with drinking water.
“Four pipelines have been constructed so far. The first pipeline was laid in 1917 by Haji Zeynalabdin Tgiyev, the second one in 1950, and later, two more pipelines were laid at the initiative of the national leader Heydar Aliyev. I am sure that this fifth pipeline will help to solve the Baku city’s water supply problems,” he said.
The President pointed out that this project has led to start-up of a new industry in Azerbaijan, as the pipes to be used in the construction of the water pipeline are those manufactured by the Sumgait composite pipes factory. “We want the revenues, first of all, to go to enhancing the local production,” he said.
The President described the project as unprofitable and, therefore, purely social. “Water payments will never cover the hundreds of millions of dollars invested in the project. It means this is a purely social issue,” he noted.
The President mentioned the pipeline construction is funded by the State Oil Fund. “Oil revenues are accumulated in the Oil Fund, and then are spent on this kind of projects. First of all, we use them to raise wages and pensions, and improve living conditions of refugees and internally displaced,” he said.
The President expressed satisfaction over the large-scale construction activities he had witnessed in the district. “Tourism infrastructure, new businesses, a hospital, schools and objects are being built here. There are very picturesque places here, which can be very attractive for tourists,” he said.
In conclusion, the President expressed confidence that all the plans related to development of Oguz district will be realized.
