Emin Huseynov: The voices of former IDPs and local residents must be integrated from the very outset of the reconstruction process

“The voices of former internally displaced persons (IDPs), local residents, women, youth, and vulnerable demographic groups must be systematically integrated from the absolute inception of the urban reconstruction process. Successful recovery is not measured solely by the number of houses built. It is measured by whether people truly feel that they have returned to their homes,” said Emin Huseynov, Special Representative of the President of the Republic of Azerbaijan for the Agdam, Fuzuli, and Khojavand districts, during a specialized session titled " Housing at the center of crisis recovery and reconstruction," organized within the framework of the 13th Session of the United Nations World Urban Forum (WUF13) in Baku.
The Special Representative stated that this requires partnership. Governments, international organizations, financial institutions, urban planning experts, and local communities must not work in a fragmented manner, but should collaborate together through integrated and people-centered approaches. In a world increasingly affected by conflicts, climate shocks, and displacement, housing provision should no longer be viewed as a secondary humanitarian issue.
